A short description of the Town History of Lebanon, as well as a collection of historical pictures. TOWN HISTORY History Of Lebanon In the Gazetteer and Business Directory of Madison Count, N. Y. Hamilton Child described the town of Lebanon thus: It is the center town upon the south border of the County. Its surface is a hilly upland, lying between the Chenango and Otselic Rivers. The summits in the west part are 500 to 800 feet above the valley. The valley of the Chenango River, extending through the east part is about one mile, and is bordered by steep hillsides. That picture must have been in the mind of general Erastus Cleveland when he brought before the state legislature the act to split off a portion of the town of Hamilton to create a new township on 6 February 1807. When asked for the new town's name, he cried out, alluding to the Bible "Ah, as the cedars of Lebanon. The new town of Lebanon. " The name pleased many of them who had trudged long miles from Lebanon, Connecticut, and they believed that the general had suggested the name as a tribute to them. The area was first settles in 1791 by Joshua Smith of Franklin, Connecticut. Colonel William S. Smith (no known relation to Joshua but his commanding officer during the Revolution), the son-in-law of John Adams, first vice president and second president of the United States, was impressed and purchased the 150,000 acres for $24,375, paying for it in three installments. The colonel had nine brothers who settled in that part of town which became Smith's Valley, near modern Randallsville. One of these brothers, Justus B. Smith, acted as the colonel's land agent, supervising the division of the land into lots and the sale of these lots to pioneers. PERMITS AND LICENSES Information about and downloads for Permits and Licenses BUILDING PERMIT PACKAGE Form to apply for a building permit with the Codes Enforcement Officer Download MARRIAGE LICENSE Cost: $40 application fee Approximate Time from Application to Issue: Approximately 20 minutes Where to Apply: Town of Lebanon Municipal Office in the hamlet of Lebanon - 1210 Bradley Brook Rd Earlville, NY 13332 Requirements: Everyone who intends to get married in New York State must obtain a marriage license from their Town or City Clerk. The license is valid for use anywhere in New York State for a period of 60 days. Once the license is issued there is a 24 hour waiting period before the couple can marry. The couple must meet the following upon filing for a marriage license: The bride and groom must both be present Be at least 16 years old (parental consent required for all persons under the age of 18) Both parties must present their Social Security Cards Both parties must present photo identification (i.e. Driver's License) If applicable, both parties must present original or newly certified divorce decrees of all marriages A NYS marriage license application asks basic information such as mother's maiden name, your city/town of birth, birthdate, address and country where your parents were born. Link PARKING PERMIT FOR PEOPLE WITH SEVERE DISABILITIES Cost: There is no fee for a permit Approximate Time from Application to Issue: Permit is issued upon receiving a completed application form Where to Apply: Town Clerk, Town of Lebanon Municipal Office in the hamlet of Lebanon - 1210 Bradley Brook Rd Earlville, NY 13332 Plates are issued at NYS DMV offices but permits are issued by the Town Clerk, not the DMV. Requirements: The Town Clerk is the agent for issuance of permits for severely disabled individuals under NYS Vehicle and Traffic Law. These permits allow holders to park legally in spaces reserved for persons with disabilities. The permit (NYS DMV form # MV-664.1/664.3) must be issued in the name of the person with the disability to use when the disabled person drives or is a passenger in any vehicle that is not being used for commercial purposes. Any NYS resident who qualifies as a severely disabled person is eligible for a statewide parking permit. The permit offers an alternative to disabled drivers who do not want to display license plates with the wheelchair symbol. Permits many also be issued for use by a parent with children who have disabilities and to the elderly. Parents or guardians may apply on behalf of a severely disabled person however, in all cases the permit must be issued in the name of the person with the disability. Application forms are available at the Town of Cazenovia Town Clerk's Office or online (see below link). The application must be completed and signed by the applicant as well as by a medical doctor who will indicate if the disability is temporary or permanent. The Town Clerk can issue the parking permit only after receiving a completed application. The Town Clerk's office is frequently considered the center of the town government. It is not only the office which is responsible for recording activities of the town, but it is the central place in which are filed the documents and papers vital to the lives of the townspeople. The town clerk is an elected position and the clerk is in office for a two year term. RESPONSIBILITIES The Town Clerk issues birth and death certificates, birth and death transcripts and burial transit permits, and is responsible for keeping a permanent record of all births, deaths and marriages that occur within the town. The clerk acts as custodian of all permanent town records and maintains a record of adopted ordinances and local laws, oaths of office, resignations, proofs of publication and posting, annual budget, assessment tolls and fiscal reports. As the Recording Secretary the Town Clerk keeps a permanent record of all Town Board meetings and public hearings. The Deputy Town Clerk keeps a record of Planning Board and Zoning Board of Appeals meetings. The Town Clerk also issues many New York licenses and permits including marriage, conservation(hunting/fishing), and handicap parking. The Town Clerk is also responsible for issuing dog licenses per the Local Law #1-10 "Licensing and Control of Dog in the Town of Lebanon".
